About Us

Haryana Ex-services league (HESL) is a Charitable Non Government Organisaton registered under the Societies Registration Act XXI of 1860 in 1969 and re-Registered at district Registrar Rohtak under Haryana Registration and Regulation of Societies Act 2012 on 02nd July 2013 and was formed for the benefit of Ex-Servicemen (ESM), widows and their dependents and families of the serving defence personnel of Defence Services (Army, Navy and Air Force). The Haryana Ex-services league is associated with the Indian Ex-services leagues (IESL), New Delhi which is recognized by Min of Defence, G of I .For all practical purpose, this is a non political organisaton devoted to the cause of ESM and their families. As on today HESL has 1,21,000 members on its roll. The Registered office of HQ HESL is at Rohtak and its jurisdiction extends through out the state of Haryana. It is having its wings at all districts of the state. Maj Gen Budh Singh , MC was the first founder President of HESL. His Excellency, the Governor of Haryana is the Patron in Chief and Hon’ble Chief Minister Patron of HESL. Late Maj Gen Budh Singh, Maj Gen Jang Shamsher Singh, Maj Gen SS Kalan, MVC , MC, Brig Surat Singh and Col Rattan Singh , Col Rattan, Lt Cdr Pritam Dutta, Lt Col Jai Lal were some of the distinguished founder members of the league .

Haryana Ex-services league (HESL) Membership

The Membership of the HESL will consist of Life Members only. All ESM’s/ women are eligible to become the life Members of the League. However, widows of ESM will be enrolled as associate members only with out paying any membership fee and are not be eligible to participate in election or hold any office in the League. ESMs/ women dismissed from services on disciplinary grounds are not eligible to be the member of the league. Every member shall be bound by the Memorandum and Article of Association and the Rules and Regulations and Bye Laws of HESL.

  • The membership subscription for the common life membership is as under w.e.f 01 Jun 2009 :-
    a. Commissioned Officer Rs 200/-
    b. JCOs and equivalent ranks Rs. 100/-
    d. Others Ranks Rs. 50/-
    Note: The membership is common for IESL and HESL and the membership subscription so collected is shared between IESL, HESL and District Leagues @30%, 30% and 40% respectively.

  • Cessation Of Membership

    The name of the member shall be removed from the register of membership on the following grounds.
    a. On resigning in writing.
    b. On death of a member.
    c. If declared by a resolution of the Executive Committee (Governing Body) of HESL to have acted in a way prejudicial to the Aims & objectives of the League. Such members shall have the right of appeal to the higher Executive Authority i.e. General Body.
    d. If declared to be of un-sound mind by a court.
    e. If convicted by a court of law.

 

Aims and Objectives

  • To assist Ex-Servicemen /women and their dependents in matters Relating to Pensions, allowances, grants, war gratuities, re-settlement and re-habilitation in close cooperation with the Central, State Governments, other official and non-official Agencies and Organisations.

  • To educate the public opinion that the maintenance of disabled Ex-Servicemen/women and their welfare and that of their families is a National duty.

  • To Endeavour to obtain public support and recognition for the Principle that ex-servicemen/women should receive fair treatment in all matters relating to the funding or provision of employment.

  • To collect ,manage and disburse funds raised or to be raised by organizing entertainments, sports, competitions etc. The sale of badges and any other suitable emblems or any other legal means and to solicit and receive subscriptions, donations and gifts of all kinds for the furtherance of the aims and objects of the Haryana league.

  • To foster the self sacrifice, good will , co-operation and Comradeship with no distinction of caste and creed.

  • To assist Government authorities in recruitment and other matters In the event of a National Emergency.

  • To safeguard the interest of ex-Servicemen , and the families of those in service, and to assist serving Personnel on their return to civil life and to keep them informed about any Orders, rules , regulations and amendments about their welfare and to maintain such information in the Haryana Ex-Services League Office.

  • To co-operate with any other institution or societies having objects, Similar to those of Haryana league.

  • To invest and deal with the money of Haryana Ex Services League not immediately required in such manner as may from time to time be determined.

  • To hold periodic, conferences, seminars, lectures and exhibitions etc on matters of common concern to Ex-Servicemen/women.

  • To establish and run any newspaper, magazine, periodical journals, books and other works for the benefit of Ex-Servicemen/women and their dependents.

  • To perpetuate the memory of those who laid down their lives in the services of the country and to safeguard the interest of the widows and children of such persons.

  • The income and property of the Haryana Ex-Services League shall be applied solely towards the promotion of the aim and objects of the Haryana League

  • To unite and organize the Ex –servicemen/women in the state, down to the village level, educate them about their services and civil rights and privileges, encourage them to take active interest in the administration of the Haryana State and the country and to support democratic institutions.

  • To help the Government authorities at all levels in the disbursement and utilization of all funds raised for the betterment and welfare of ex servicemen/women and their dependents.

  • To help the Government in running and managing the Government institutions for the welfare of the ex- servicemen, women and serving personnel and their families

  • Implementation and promotion of any Government sponsored welfare scheme in the State.

  • To assist ex servicemen (ESM) in their rehabilitation on the job outsourced by the state government or any other official/non official agency to HESL till they are adjusted in their second carrier and to provide financial help to the families in the event of accidental/death/injury of such ex-servicemen and also to those veteran ESM/Widows/disabled dependents of ESM who are in dire need of financial assistance.

  • The income and property of the Haryana league, however, derived shall be applied solely towards the objects of the league as set forth in this Memorandum of Association and no portion there of shall be paid or transferred directly or indirectly by way of profit, bonus or otherwise, to the persons who at any time are or have been members of the league or to any of them or to any person claiming through any of them, provided that nothing herein contained shall prevent the payment of remuneration , salary or honorarium to the persons in its full time or part time employment , as it may determine.

  • The management of the affairs of the Haryana ex-servicemen league is entrusted in accordance with the Rules and regulations to an Executive Committee (Governing Body) which is to be formed, by election in annual meeting of the General Body every three year or as prescribed in the Rules/ Bye- Laws of the Society.

Composition

All district Ex-Services League forms an integral Part of Haryana Ex-Services League and are bounded by the Rules and Bye laws of Haryana Ex-Services League and instructions issued by President, HESL from time to time.

Haryana Ex-Services League is affiliated to Indian Ex-Services League, 9, Nyaya Marg, Chanakyapuri, New Delhi on payment of annual affiliation fees as prescribed.

ANNUAL MEETING OF GENERAL BODY

Annual Meeting of the General Body (AGM) as constituted under Rule 26 is held once in a financial year at such time and place as the Executive Committee or President may decide. A clear notice of minimum 14 days shall be given by the General Secretary to the members of the AGM before meeting date.

Source of Income

The subscription collected through membership fee is shared between IESL, HESL and district League at 30%,30% and 40% respectively. The league may also raise funds for its purpose by any of the following means or in any other lawful manner as the General body may decide :-
  • Subscription and donations from the members and Affiliated organizations
  • Appeals to the State Government
  • Appeals to the General Public for contribution and gifts
  • Sports competitions , exhibitions , dances, fetes and other entertainments permitted by law
  • Publications and sale of books ,magazines, journals periodicals and news papers
  • Gifts from donors
  • From outsourcing activities run by HESL

Financial Assistance by HESL

  • A grant of 1800/- every six monthly to WW-II veterans and their widows who are non pensioners. This grant is received through IESL from RCEL. Most of these beneficiaries are above 80 years of age
  • Distress grant to needy ESM/Widow
  • Kanyadhan in the form of Rs 1100/- to the daughter of ESM on the eve of marriage
  • Financial assistance to veterans ESM and needy widows during annual visit to districts by President HESL
  • Financial assistance to disabled ESM and their wards and orphan children of ESM
  • Education scholarship for school going children of Ex-Servicemen
